how many picks is a team allowed in the first round????

I don't think there is a maximum (except 30 because there are only 30 1st rd picks)

Theoretically yes. In the non "savvies" world one could trade salary for picks straight up. You could even do this with teams who are under the cap! But teams under the cap don't trade picks for salary players. They can sign free agents and keep their pick.
