Hopefully this theory isn't true. There's nothing gained by being $50 mil instead of $70 mil over the cap. Fortunately, I haven't seen any evidence over the past few years to indicate that the team is remotely interested in cutting payroll.

Cutting payroll means reducing payroll to a level lower than it previously was. Not getting Webber didn't affect our payroll and had nothing to do with cutting payroll. Isiah's not going to add EVERY expensive player, but that doesn't mean the payroll is being cut.
Allanfan: Being under the cap doesn't help you sign superstars. They almost always re-sign with their own teams or sign contract extensions before they even become FAs. Because of league rules, they can get SO much more money from their current teams than from any other team. If the Knicks are going to try to get another star to play with Marbury, their best bet is via trades
