I really think the NBA needs to prevent these kinds of situations by looking at multiple year history.

Well what if The Wizards decide to tank and after having a top spot in the lottery fall out of the lottery and the Knicks draft 9th. Then we use that pick on a player or in a trade to land our missing piece and win the championship for years to come.
