Why is Payton getting the ball so much he should be in Frank mode dribble up and hid in the corner never to touch the ball again

Except he's not a true threat out there so the defense can sag off him. The guy's like a stripped wire. Occasionally things connect and he produces. But it's too rare to rely on and he's a hazard the rest of the time.
