This defies pretty much all NBA marketplace convention since the advent of free agency within the league structure.
Players look at
1) Most money and/or most years
2) Chance to win/contend/get in playoffs/be a starter
3) A chance to stay in the league period versus not playing at all/the end of their career
Is the Knicks dysfunction a factor? Yes. How much of a factor? The marketplace shows it's pretty relative all things considered.
Players with the most options, Tier 1 FAs, have the sway to go to teams who will offer the most money and years and a chance to contend/win.
Players with more options, Tier 2 guys, who have to wait for Tier 1 guys to settle into a location first, have the sway to ask for most money and most years and get a pretty good chance at a winning situation.
Players with so so options, Tier 3 guys, who have to wait for Tier 2 guys to settle out, are just looking to get paid and get the most financial security they can get period. If they have two options that are the same, they will pick the team best suited to win. If one team offers more money, they'll likely follow the cash. Most ring chasers fall somewhere in this range. They are the exception to the most money situation.
Players with limited options, Tier 4 guys, who have to wait for nearly all other guys to settle out, are just looking to stay in the NBA or get an NBA job somewhere. A uniform is great, the name on it isn't so much a big deal. These are guys who at least have proven they can play in the NBA somewhere at some point. These are guys fighting to make the cutoff to get a pension.
Players who are on the fringe, Tier 5 guys, are guys who just want to break into the league and stay somehow in some place. They are the first guys cut, they are always on the edge of nothing, they need injuries and circumstance to help them. They are guys who are not proven to have some use in the NBA. They are praying and hoping they can play long enough to just make a living at basketball.
Knicks have a so so chance at Tier 3 guys, depends on what other teams do or don't do. Most of the Knicks shopping will be in the Tier 4 and Tier 5 range.
Money won't be a factor to guys who will never give the Knicks a second glance, because in those cases, money is, at minimum, equalized somewhere else by another team. Money will be a factor in Tier 4 and Tier 5 situations.
What Phil Jackson said and did doesn't help. But sports has a short memory. Vick killed dogs. People went insane over it. He played again. Sprewell choked his coach. People went insane. He played again. Artest beat up fans in the stands. People went insane over it. He played again. I could literally write all day here. It won't help, but the league and people will move onto the next headline. There was uproar that Michael Sam might not be drafted by an NFL team. He even won an ESPY ( for what exactly....) Doesn't anyone care about Sam now?
Guys who COULD make a big difference for the Knicks were never going to sign with the Knicks anyone. If Jackson said nothing, they wouldn't sign. If he said ANYTHING they didn't like, they wouldn't sign. You aren't shooting an arrow at a target here, you are finding an arrow stuck in a tree and grabbing some paint and painting a target around the arrow itself.
