Max money to spend on buying draft picks?

With the stories on buying picks coming left and right, want to make sure I understand the rules. A team can only spend $3.4MM TOTAL on buying picks, correct? Or is it up to $3.4MM/transaction?

I think it is 3.4 mil total annually that can be spent.

I just cant see any team selling a first rd pick under any circumstance--it makes no financial sense with all of the money coming in. My bet is rd 2 you will see 2nd rders in the 30's(if available??) going for 2mm and below 40 for 1mm.

Knicks paid 1.5 Mil for Willy #35 pick and 1.5 mil for Labeyrie #57.

Yep and i expect the prices to be about the same again this year. It's gonna come down to how many teams are trying to buy the same picks we are. We know the Nets are looking to buy at least one just like us.
