This is the first I've heard of this. Apparently there's been a proposal to change how the draft works. The basic gist is that a team's record would have no basis on their draft position. Instead, teams' draft position would be on a rotating, 30 year schedule. It's an interesting idea that has some positives and negatives. The biggest positive is obviously ridding the NBA of tanking. While logically I understand tanking, and I've absolutely wanted us to tank for most of the last decade, it's an incredibly unfun way to watch sports. On the other hand, many of the comments on the article bring up the fact that college players would be able to avoid going to teams they don't want to play for. Since, barring trades, we would know where every team drafts for the next 30 years when a team like Milwaukee is us a lot of the best players would just not come out that year.

Overall, it's an interesting proposal but one that's overly complicated and doesn't really incentivise winning. Instead of bad/mediocre teams actively trying to lose instead I think you would see those same teams just stop trying. Instead, I think the NBA should eliminate the lottery so that the top 14 picks are all based on record. But, instead of the worst team having the best pick reverse the order. That way, teams that actually try to improve are rewarded and can continue to improve instead of being trapped in that 30-40 win no man's land.
