Who is he? Well he's the Euroleague MVP- and you can learn more about him here:

He's had a cup of coffee in the NBA, but not a bunch of playing time. But hey we gave Pablo and Copeland a shot, so maybe he'd think about coming here with the backup PG spot open and our affinity for playing multiple guards. We should kick the tires.

Guy can play - he played in Houston with Adelman (I think) but didn't get along with Van Gundy.

I believe he is the point guard for the same team our 2nd pick from last year Papanikalau plays for.

Knicks would be very aware of him -- if they feel he's a fit I'm sure they'd reach out but he's probably making better $$$ in Greece than we can pay him over here.

He is on the same team as Papaniakalou and Giorgios Printezis- both of whom the Knicks traded to Portland for Felton and Camby. The guy has won Euroleague Final 4 MVP multiple times and was the Euroleague player of the year. He is universally considered the best player in Europe and is about 30-31 years old. If Prigioni worked out decently, than this guy is worth a shot right?
