seems like a way to steal other teams players or inflate salary... what's the point of this? wasn't the CBA trying to drive down salary?

This is why I bashed the owners hard during the lockout! I told y'all they were full of crap!!! They pull the same crap every time. Cry poverty! Reduce what they players get but then abuse a loophole and overpay non star players!!!!! This is worse than the MLE disaster.
