With Derrick Rose, Omar Asik, with qualifying offers

Cj Watson with team options

Deng possible Amnesty clause

They can bring down their salary to $50m this season

or

bring down their salary to %30m, next summer if they release Cj Watson/Omar Asik, and amnesty Deng.
Derrick Rose's qualifying offer is $9m, so if Rose is willing to wait to get extended.

They have the ability to either make a move this year, Amnesty Deng for a salary of $50m

or wait till the summer

With a possible salary of $30m

With the core of

Rose
Boozer
Noah

Korver
Gibson
Brewer

with around $30m to spend.

They look like to have the ability to improve the most and be the most attractive team to players after all.

in addition, Thunder, their current salary would be 53.6m without amnesty anyone
possible candidate is Perkins he is probably tradeable and probably would be picked up by someone if he gets they use the amnesty clause on him.

In the summer

WestBrook has a qualifying offer of 6.7m, if hes willing to wait for an extension

their total salary in the summer would be 44.5m without amnesty anyone. With Perkins making $7.8m

Any team that gives a qualifying offer has the risk of losing that player because the following year he would be unrestricted. I don't think any owner would be stupid enough especially after the shenanigans that Boozer pulled. Really good players like Westbrook or Rose get locked up by their teams in order not to lose them to another team that is in a better location with a bigger market...

difference would be that their team can improve drastically. On top of it, their team can offer them a max 5 year deal with the most money. Boozer was a 2nd round pick that wasn't getting max money. WestBrook and Rose are both on their rookie contracts, its a big loss if they lose their bird rights with increases in their futures.
