Yes, they are shutting the subways down tomorrow at noon. I can't remember them doing that in preparation for an event before. Also, they are evacuating low-lying areas. Some links:
Check to see if you live in a New York City evacuation zone Prior hurricanes that have hit the city I'm staying in town, hoping it turns out to be not so bad after all. Got some extra water, batteries, flashlights, radio... We're good here (for a few days anyway). https://

Here in NYC we're urged to stay inside once the storm starts. We're expecting 40+ mp winds starting tonight
+ winds increasing to hurricane force by Sunday morning. https://

Also it sounds as though there's a good chance electricity will be shut off in lower Manhattan to protect the lines from salt water damage.

Out here in the burbs, it's the massive rains on top of already wet ground we're concerned of. In addition to flooded basements, the fear of trees uprooting and toppling is very real.
