Back in the day when teams folded in the ABA they had a disbursment draft. Worst teams would pick first. They could take a pass if they did not want the player or trade them.
IMagine the Nets getting the first pick and taking CP3 (Healthy) and how that can change a franchise.
Nalods take is contraction is a possible and perhaps the language allows teams to get out of lease's easier.
Those contracted teams would have to be conpensated and most likley is the lease's have a buy out clause.
Cities like Oklahoma can thrive even though its a small market. Winning helps. Lets see how Memphis does this year if they make the playoffs. Portland thrived with mostly because its been a winning franchise and they have not professional competition from any major league sport.
I would have to say that unwanted players due to high salaries (Like an Eddy on a folded franchise) would have to be absorbed by the league. A contract is a contract!
Then you have cities like Seattle who is due a franchise, Kansas City who has an nice arena and no pro-hockey to compete with. Teams like Indiana are hurting because they are not winning. INdy is a Hoop crazy city/State but Simon Brothers real estate put a hurt on them. Milwaukee needs a new building.
I can't see the League pulling the plug on Charlotte with Jordan as owner.
League has only real problems in Indy, New Orleans and perhaps Memphis. The latter two being small cities. Jordans BobCats could be huge with the right mix and WINNING!!!!! Charlotte is a banking town and that TARP money don't buy too many seats these days but the city loved the Hornets until things fell a part and Shinn wanting a new Arena with the old one not even 20 years old. They traded their best players habitually and Still drew well. Bobby Phills sensless death and Ray Curruth's murder charge while Shinn was under sextuall harrasment suit asking for a new building amung other problems left that franchise to die slowly after leading the league in attendance. Robert Johnsons underfunding in a new building mixed with the worst recession in decades has the Bobcats fighting for survival.
JOrdan has to rebrand the team somehow. They need a franchise player to market also. He needs to suit up one more time!
Nalod things retraction is a CBA negotiating tool and the threat of it gives league some leverage. Even two teams going under is 30 less player jobs. That hurts union dues and union pension.
Cheaper for the leauge to step in and fix a draft than retract to change a teams fortunes.
