Is there a simple way to know when someone is banned?

sebstar has chosen to take a personal leave of absence in recent weeks.

some other guys have been banned & come back under different screennames.

There's no way to know when someone is banned. It's kinda like the mob. The person in question just disappears. As Clemenza says, "Won't see him no more."

There has to be a rubric set up for UK banning. I'm putting down some general ideas, the specifics are for others.
