All the places you listed are cities. The Giants and Jets play in a completely different state.
Thats entirely semantics. The Giants and Jets play closer to NYC than the Cowboys do to Dallas. I guess the Bills, 400+ miles away from Times Square, represent the NYC area more than a team who plays 7-8miles away, because they are technically in the same state. I guess you would have no issue if the Bills changed their name to the "Manhattan Bills" because they are technically in the same state. They are called NY for plenty of reasons including tradition and marketability, plus the league needs to represent the largest market in the country.
