What does that mean?

Would it be a foul if I slap the top of someone's hand while they are dribbling and their hand is touching the ball?

Nope. Same with a layup.

Unless you are LeBron, Wade or Kobe, in which case it is a foul. And that counts also if the defender got mostly ball and no part of their body.

Yeah, you are right. I got Lebron and Wade and Kobe confused with Paul Pierce. With Pierce I think breathing is a flagrant 1.
