No, I feel dumb because there's probably a very obviously point I was missing. I was trying to figure it out--"hmmm. There's a tasty pie and he's only begun eating. What could the political metaphor be?" The pie is also telling us something that's very obvious. All I could come up with were some far-fetched ideas that are probably way off the mark.
