if you are talking about derrick rose than this might be the dumbest question of all time.

If you are talking about Malik Rose or Jalen Rose than you have no clue about basketball and should be disowned from the knick fan base.

And in case your still confused, people who enter the league have to go through the draft process unless they are some 30 year old euro player. Then If you are not drafted you become a FA. So derrick rose cannot just skip the draft and become a FA

Agreed (but not on the locked part). Why would we want to waste MLE on him, when there's already a system in place for whoever we get in the draft?

I think the rule is that any player who has not entered the NBA must declare for the draft before a team can offer him a contract. If the player is not drafted then any team can offer a contract.
