Question about shooting fouls

Why is it a shooting foul if you're fouled after you release the shot but before you land? If the contact occurs after you've already shot the ball, then the foul doesn't affect the shot. I've always thought that should count as an off-the-ball foul and the team should just get the to inbound the ball again instead of the player shooting free-throws. Maybe someone who refs or coaches can explain the rationale behind the rule.
