Who is more culpable for the embarrassment that the Knicks have become over the last 4 years and with no end in sight?

I would have included him but you can't get rid of the owner.

Plus, the owner gave Isiah free reign to do what he wanted. Some naive people are going to say that Dolan wanted to "win now", but even though they weren't winning, Dolan did nothing but support Isiah. And what owner is going to say "I really want to suck this year"? No matter what you think of Dolan, and I'm sure we all can't stand him, he wasn't the one who made these moves. Isiah did. If they had a competent GM and Team President, like Colangelo or RC Buford, do you think the Knicks are in as bad a shape as they are now?

I agree that neither Isiah nor Marbury is to blame for this mess.

It's the collective fault of many people:

Layden, Chaney, Eisley, Anderson, Weatherspoon, Van Horn, Wilkins & Brown.

Not to mention the Knicks have suffered injuries.

And the fans have booed them.

Given all that adversity, I'd say Isiah and Stephon have done a fantastic job.

Dolan by a landslide. I don't even care about Marbury or Isiah because they can be replaced and the team will still suck until Dolan's gone (probably 30+ years from now).

So when Steinbrenner gave Cashman greater autonomy than any other GM he has ever had, that made George more culpable? George always has a "win now" mandate as well but you don't see people blaming George for moves Cashman makes, like Pavano or Igawa.
