The Knicks are probably the only team besides Portland that would have drafted Sam Bowie over Jordan.

No one knew that JOrdan would be that good. They just drafted a guy (Clyde Dexler) that many scouts thought was far more skilled and just as versatile. Hindsight is 20/20. A more interesting question is why would a GM draft Hubert Davis over Latrell Spreewell. Everyone kills Layden for not drafting Amare, hell Kiki passed on him twice.
