It was created by some of the old StortsTalk.com contributors I believe. It has been around for a while now but hasn't really taken off.

it was mentioned in an article on foxpsorts to get additional draft info. It has a few draft related articles but I'm not going to subscribe to anything I haven't heard of and by the looks of it I won't now.
