How come Jasikevicius doesn't have to be drafted?

How come Jasikevicius doesn't have to be drafted? Why is he allowed to sign with any team as a free agent?

Sarunas was a 4 year college player 1994-1998 with Maryland who went undrafted and is thus a free agent. He went back to Europe after his college career.
