Republicans add to Obamacare confusion with new 'repair' pitch

(CNN)Republicans have long used two "R" words to attack Obamacare: Repeal and replace.

Now, a third "R" word is creating heartburn for GOP leaders: "Repair."

Republicans in Congress are currently drafting legislation to repeal significant chunks of the Affordable Care Act and mapping out ways to replace what they eventually roll back. But increasingly, top lawmakers are tempering their rhetoric as they confront the monumental challenge of dismantling a law that covers 20 million people.

At a House subcommittee hearing Thursday morning to debate health care draft legislation, Republican Rep. Leonard Lance stressed that the party wants to "repair the ACA."
"We want to repair the ACA and I have never favored its repeal without a replacement," Lance said. "I think it needs to be repaired and we are trying to focus on repairing it and that is why we're conducting this hearing along with other hearings."

Those comments echoed those of Republican Sen. Orrin Hatch and others from earlier in the week. Hatch, the top Republican on the Senate Finance Committee that has significant jurisdiction over health care, told CNN that his party should "try and repair the law."

"I'm for repealing it and starting over, but you can certainly look at the good things that may be part of the law. There are some good things that we would put in any bill," he said.

That notable shift in rhetoric among his colleagues had House Speaker Paul Ryan on the defensive on Thursday.
At a news conference, Ryan insisted that for all the talk about repairing President Barack Obama's legacy health care law, the GOP still fully intends to "repeal and replace" Obamacare.

"There's just a miscommunication or misinterpretation of what we're trying to say. Our job is to repair the American health care system and rescue it from the collapse that it's in," Ryan said. "And the best way to repair our health care system is to repeal and replace Obamacare. It's not an either-or."

Ryan's explanation is unlikely to appease Democrats across the political aisle, who are eager to point out the GOP's shifting messaging.

House Minority Leader Nancy Pelosi said that there has been a "vocabulary" change among Republicans recently.
"I think that some of their vocabulary is changing on the subject. They're using words like 'rebuild' or those kinds of words," Pelosi told reporters. "You'll hear less and less of 'repeal.'"
She laughed off the explanation from Ryan that Republicans are simply referring to repairing the health care system -- not the health care law.

"The health care system is what it is," Pelosi said. "They have had seven years to come up with (a plan) and so far we hear vocabulary changes and the rest."

Other Republicans, like Sen. Rob Portman, downplayed the significance of the word "repair" on Thursday and insisted that the party's overarching goal remains the same.

"I use 'fix,' I use 'repair,' I use 'replace.' I think they all mean the same thing to me," Portman said.
The Ohio Republican pointed to the pre-existing conditions piece of Obamacare as an example of a part of the law that even Republicans support preserving.

"You could say that's 'continuing' or that's 'fixed' or 'replaced' or whatever," Portman said. "There are aspects of the Affordable Care Act that some of us have all along said are necessary."

The National Rifle Association paid a lot of money to the 53 members of the U.S. Senate who voted against expanding background checks and banning terror suspects from buying firearms.

America’s largest gun lobby contributed to the campaigns of 50 Republican senators who voted against the latest gun reform legislation this Monday, from amounts ranging between $2,500 (Sen. This failed Yemen Raid is developing into a real problem for Trump's Administration. It's looking real bad for his decision making process. They tried to blame this on Obama but Obama's people have spoken out and said they NEVER approved this raid and told Trump's people it needed more review. Looks like Trump rushed thru giving the go ahead without thoroughly reviewing and getting input from various Military Departments.

The details leaking out don't sound good at all for this Raid. Trump is going to have to answer for this, even tho I know he and his people tried to put a positive spin on it. This ain't over!

The Obama administration then had to decide whether to carry out the mission.

A former senior Obama administration official said that plans for the raid were presented to the Obama national security team before the inauguration as part of a menu of potential actions that represented a significant expansion of U.S. activity in Yemen. After a full interagency review, the official said, the Obama administration decided to pass the decision on the series of operations off to the Trump administration, since they would have to commence under the new president.

The hesitation, the official said, related to the number of troops that would be involved and that the plans represented a wider use of ground troops than the U.S. had previously considered in Yemen. The official said the specific raid mounted on Sunday was not presented for a decision.

White House spokesman Sean Spicer said Wednesday that the raid was approved in an interagency deputies meeting on Jan. 6, and that the plan called for the raid to take place on a moonless night, which meant it would occur after Trump's inauguration.

The former Obama official, however, said the interagency deputies committee of the National Security Council did not officially recommend for or against the raid.

Ned Price, a former CIA officer who was spokesman for the National Security Council during the Obama administration, said in a tweet that Spicer was wrong and that the "specific operation in question was never presented to or considered by the Obama Admin for approval."

According to a former special operations officer with knowledge of the raid, one of the Obama administration's concerns was the integration of commandos from the United Arab Emirates, an unusual arrangement for the Joint Special Operations Command (JSOC) and its elite task forces. In some ways, said the retired officer, it was an Emirati-driven operation, with their intelligence on the ground and their year-long preparation.

The Firefight
Early on the morning of Sunday, January 29, SEALS from SEAL Team 6 and Emirati commandos converged on a landing zone eight kilometers from the village, according to the briefing paper and a senior military official. Their target was the heavily guarded house where AQAP leaders were temporarily living, reportedly with computer and communications equipment of value to the ongoing campaign.

They walked the eight kilometers to their objective.

Then, said officials, something tipped the targets off to their approach. Depending on the account, it might have been a barking dog, or Emiratis intercepted speaking in Arabic on walkie talkies, or the crash of a small Emirati drone surveying the target from a forward position.

"Initial reports are always wrong, but it doesn't appear to be a failure of planning or intelligence," said the former special forces officer.

Almost immediately, the raiding force on the ground took intense fire, according to the briefing paper and a senior military official. Occupants of the targeted house and its compound, along with their guard force, moved to a separate cluster of houses nearby where families, including women and children, were staying. Armed women fired on the U.S. and Emirati forces.

"There were a lot of female combatants who were part of this," said Navy Capt. Jeff Davis, the Pentagon's chief spokesman, on Monday. "We saw during this operation, as it was taking place, that female fighters ran to pre-established positions — as though they had trained to be ready, and trained to be combatants — and engaged with us."

The raiding force began to take casualties. Chief Petty Officer William "Ryan" Owens, a veteran member of the elite team, was hit and would die of his wounds. The SEALs called for backup, and for a medical chopper.

An MV-22 Osprey, intended for transport and rescue, flew to the landing zone eight kilometers from the firefight. But a hard landing injured several of the passengers and damaged the craft so badly it was no longer airworthy.

A pair of Harrier jets and a pair of helicopter gunships arrived from the USS Makin Island and joined the battle. The jets bombed and strafed the al Qaeda encampment, and the choppers fired on the target with their cannons.

"This complex situation included small arms fire, hand grenades and close air support fire," U.S. Central Command (CENTCOM) said Wednesday night in a written statement.

^^^^All raids are conducted by our military..Obama did the review and would have approved it..They were waiting until a night where the moon would not be out..It's a military operation which could happen under any President..Trump is a clown but he just says yes or no..It's military planning..It's unfortunate with all the civilian deaths..Silly of Trump's team to blame Obama and silly of Obama's people to say they had nothing to do with it..It's military, therefore the US..
