Bobby is listing why each team is capped at either first or second aprons (which is just fancy word for limit). It is why the first or second aprons were triggered. So, Atlanta was involved in some sort of sign and trade, and because of that the first apron rule was triggered, and now, for the length of this season, they cannot take in any more salary where a trade would put their total team salary above the first apron of $178M.
