Section 3. Minimum League-Wide Roster.
(a) For each Regular Season covered by this Agreement, NBA Teams shall, in the aggregate, employ an average of no less than fourteen (14) players per Team.

if the nba doesn't meet this requirement they have to pay some sort of fine to the NBAPA:

right, but for the purposes of a 3-for-1 trade, the 13 number is the important one, not 14.
