Whoever said cap space is overrated really need to look at who has been winning the titles all these years. Only the Nets managed to be a good team without cap space and that's because they had one of the best, Rod Thorn.

“I know what it’s like to have a team here that’s successful and how the city rallies around it,” he said. “So I was very interested. And if they had more cap flexibility, it’d definitely be a place where I would end up. I might have picked the Knicks.”

I guess they thought Kobe would be stupid and take the mid huh? I would have paid that guy a sever year, 100 million dollar contract, hands down, no questions asked. He would have been worth every penny of it.
I'll never trust this' team again.

So this is basically saying. The day following the season covered by the 2nd option year (the 4th year) through June 30th a team can make an offer to the rookie. Regular season ends April 16th. So from the April 16th to June 30th an offer can be made. Note that this is only an offer, not a contract.

If such a Qualifying Offer is made, then, on the July 1 following such Season, the player shall become a Restricted Free Agent, subject to a Right of First Refusal in favor of the Team (“ROFR Team”), as set forth in Section 5 below.

If the offer is made between APril 16th and Junee 30th after such season (meaning the 4th season), then on July 1st (the next day) the player becomes a RFA.
