90% of the league can score 20 points given the minutes and touches. Even if we doint have a consistent 20 point scorer, i would rather have 5 players in double figures and 1 player over 20.
Nope, I don't think so. A bad player trying to score 20 points every night will look absolutely terrible. What happens is that weak offensive players will sometimes have games where their teammate is being constantly double-teamed, or rebounds are bouncing their way, or they have a very easy matchup (like Calderon) where the stars will align and a bad offensive player can score 20 and look good doing it. But if that same player tried to score 20 every night the opportunities would not be there on a game-by-game basis and the other team might even begin to gameplan for that player which would make scoring even harder.
Additionally, The notion that good teams need to have 2 or 3 guys that will average 20 points a game is not accurate mathematically if you look at the PPG league leaders. Usually the scoring will be something like 22, 17, 13, with 3-4 more guys in the 8-12 point range. Then you have 2-3 guys that you can count on for 5-7 points and that is how the scoring is distributed on a balanced good team. Now, on a big three team you might see that top heavy scoring with 3 guys at 20+ points but on the majority of good teams the scoring is not so heavily concentrated in the top 3 spots.

20 points a game barometer seems to be very deron williams
steve nash avg something like 14-15 a game and nobody could ever shoot like him efficiency wise. He could have gotten his buckets whenever he wanted to.
