Shumpert's injury was worse because he tore his meniscus as well while Rubio only tore his ACL. Also, Shumpert had two other knee injuries last season; he sprained the MCL in his right knee to start the year and he had patella tendinitis in his left knee, the one that's currently injured, in February. He also tore the meniscus in his right knee while in College.
Really, there's no reason to be rushing him back before he's healthy. The last thing we would want is to see him play before he's physically ready to and have him re-injure one or both of his knees and possibly ruin his career.
VCoug - you are absolutely correct. The background you provide on Shump's history should be mandatory reading. The whole, "Shump should be back by..." thing is nothing but speculation based on emotion and interpreting sketchy medical information. The Knicks keep the doctors charts on lockdown.
Hopefully, Shumpert will listen to his body carefully and not get caught in a cycle of re-injury. No matter what time it is.
