With Eric Bledsoe back from injuries, Clippers don't have a need for Foye anymore.
Sounds like Cp3, wants Billups back, and they looked like championship contenders when Billups was on the floor.
Not sure if they will resign Nick Young, he is similar to JR Smith in some sense, but younger.
Mo Williams will not opt out of his contract, bigger chance of him getting amnestied before Blake Griffen's contract kicks in and Clippers won't be able to add talent to satisfy Cp3.

Clippers often used 3 PG lineup this year with the injuries with
Cp3, Mo Williams, Foye, Bledsoe, to help create shots for one another and break Memphis's defense down.
Using speed/quickness, the shooting ability and spacing, and penetration/handle helped break traps.
Their ability to penetrate, create, facilitate, get their shot off, and take pressure of one another.
Dallas did this when they won their ring with JJ Barea, Terry, Kidd, Nowitski *good handle and quickness for a 7footer*...
Detroit did it with Billups, Affalo, and Hamilton, and during The Bad Boys era too, for their 2 rings....
They were are all legit PG sizes, yet did not get killed defensively.
They are all very strong for their size but Bledsoe is the only really athletic/strong player of the group.
Foye usually had to guard the opponents SF, so he does have pretty good defense.

I think JR Smith is looking to see what all the shooting guards get to justify what kind of contract he feels he deserves.
Watching Baron Davis and Iman Shumpert go down, should be a sign.
It would only be the smart thing for JR Smith to do what is best for his career.
