He did praise Houston over the Summer, kinda sorta, and he does always say "If he can be the player he was, that would be huge." Isiah loved Houston, the player.
obviously because Houston is Dolan's mole essentially... plus he poses a threat to the teacher's pet Fred Jones in the backcourt for minutes.

I didn't suggest anything about distribution of minutes... I just think Allan poses a threat to Fred Jones for minutes & it seems to me from his comments that Isiah's making it clear that he prefers Fred Jones, a guy who Isiah drafted in Indiana... for what reason, who knows... maybe Houston really doesn't have it anymore? or maybe Isiah's concerned about keeping Houston around because he's worried about him reporting back to Jim Dolan about the climate around the team? or maybe Isiah would like put another notch on his belt for his drafting prowess by having Fred Jones finally blossom in NY? Isiah could probably answer those questions for you.
