To get him I think there are a certain number of conditions that would need to be met.
1) Melo would want more money than Denver wants to pay. So if Melo likes Denver and they like him and they want to max him out... he stays in Denver... done deal.
But... if he wants more than they want to pay...
2) He rejects their offer, takes the qualifying offer for a year and then is an unrestricted FA. At that time, if he wanted to come here and we wanted to pay him what he wanted, and were under the cap by that amount (the amount of the first year of his contract, we could sign him outright.
3) It becomes clear Melo and Denver are done with each other and they will be parting ways when his contract is due for renewal, we could then offer denver a trade package worth the amount Melo wants but which denver finds more attractive for the price than Melo. in this case they sign and trade him to us.
I don't know where max contracts start nowadays, lets assume ~12M. Do we have a package making 12M worth more to denver than Melo?
Lets remember, expiring contracts are of little value to a team in this situation because if they just let the player walk they get more immediate cap relief than what we offer. It would only make sense if you offer them cap relief above and beyond that player, but denver isn't really saddled with burdensome contracts.
Since we wont be 12M under the cap, and since our expirings are of little value to denver, our only real hope of netting Melo would require that he and Denver are philosophically done with each other, terms of contract will not be met, and we have a better package of talent and picks to offer to Denver than any other party in the hunt. Then a sign and trade would be commenced.
