Socrates clearly said that voting should not be a right given to everyone but only to those qualified to vote. And his qualification was based on people having thought deeply through the major political issues and formulated their own independent arguments. Otherwise he said the democracy would be usurped by self serving demagogues. He also understood the difficulty of doing this, which is why he said democracy would fail as a system of governance, there's nothing to prevent the clinically stupid from electing the person most likely to make the situation worse.
