So the OTHER reason this isn't happening right now is unless they reneg on some multiple combo of Fournier, Walker, Rose, Burks and Noel (none of whom they can trade until December) Knicks don't have nearly enough cap space to absorb Lillard's salary. They'd have to send Portland $35.02m MINIMUM to make a deal.
Barrett, Knox, Toppin, Vildoza, Quickley and Robinson together only equal $26.8m.
So unless Randle is being discussed too, there is NO legal way to make a deal right now or anytime soon, with or without RJ.
I'd be very surprised if "the only reason it hasn't already happened" is because a.) they're going to ditch the deals with some of the new free agents; or b.) they're discussing a December deal.
Seems more likely you're just getting bad info from someone who doesn't understand the salary cap.

Your post says the only reason it hasn't happened already (past tense) is because the Knicks aren't WILLING to include Quickley and Barrett, meaning you're claiming there is some sort of proposal by Portland in which they're willing to trade Lillard right now for Quickley, Barrett, Randle and other parts, and I highly doubt that's the case.
So there is no version of a deal that could have "happened already"if the Knicks were willing to meet Portland's ask.
As to the premise Portand and the Knicks are close to a deal that would happen in December, again, no.
Teams just don't do that, and even if they did, it would be almost worthless considering the volatility of performance, injury. not to mention the players finding out 5 months in advance.
There is just no version of what's actually possible right now that makes sense of the notion a Lillard trade is more or less a done deal.
No NBA insider has knowledge of a premise that on Aug. 10 is essentially impossible as described.
