can someone clarify how the Payton/Ellington/Portis options work and when they kick in? (11/19 at 3pm)

My understanding is that teams over the cap highly value Trade Player Exceptions (TPE). So now the Knicks can take in players while getting picks and give up the TPE outward.... we shall see how this shakes out

3 of that starting five can shoot 3 pointers, so lots of space for Mitch and RJ. Not saying ti would be great, but it would be fun to watch (maybe not so much on defense!)
