Yes but even if it comes to a lockout or strike, at the end of the day the owners and player's union WILL have to come to an agreement that is acceptable to both sides. And we simply cannot "know" for a fact that the majority of owners want incremental increases. I can see the big spending owners like Dolan, Portland's owner, Ballmer, Cuban, etc wanting the salary cap to rise ASAP so they can splurge.
So in reality we dont know what will happen. Saying it will be small inceremental raises is not any more likely than other scenarios.

An incremental system put in otherwise you're gonna have
A very volatile buy and sell process year-to-year
Players are going to want Max contracts to be fair
Take for instance if the cap were to explode not this summer
Players like like Lebron could be very angry he locked into a contract
At the $60-70 something figure instead of the $80-90 something figure
Although Lebron most certainly is tapped in as anyone and knows when
To exercise his options, it's not gonna work with a system exploding-spiking 1yr
Then coming back down the earth the next, simple logic says so
Now of course none of us know exactly how they will implement this
But most certainly I don't see major extremes taking place
