While I don't think Woody needed to guarantee a championship, I absolutely agree. It is basic psychology that you set the bar higher than a minimum goal like winning the division if you want to succeed. The moment the team feels they've fulfilled their goal is the moment the team is doomed.

Other bad teams who are headed to the lottery plays every game to win. throwing games is cheating and against the rules so you try to win every game and hopefully a championship.

Some teams are currently just developing players, some hope to make the playoffs, some hope to win it all.
Team goals are determined by their situation.
