The Celtics don't really have a starting center unless they plan on using O'Neal.

This is a solid depth move because Garnett and O'Neal are both older and now they have Bass and West to back those guys up, assuming West stays healthy.

Aren't both teams over the salary cap? That would mean the salaries have to match and, I believe, no trade exception would be created.

What you are reading is most likely wrong. No way NO cuts O'neal and spends 6M they never had to.

Definitely. They were up and coming last season, this year they will probably overtake Atlanta in playoff positioning.
