We talking non playoff teams. Playoffs MAKE MONEY! Incentive of player playoff bonus, coach playoff bonus.....etc is good enough.
Getting another mid round pick is not like taking to get a franchise player in the first 3 overall picks.
The bad teams would get greater value out of the draft than they do now. That only serves to increase the incentive to dump. Yes, some dumping occurs now. But everyone that knows they out of the playoffs and even some very shrewd franchises that are willing to think longer term would be better off dumping that being the 7th or 8th seed and going out in the first round.
Honestly, I don't that will be that much of a problem. The players are the ones playing, and most players play to win. At the end of the season, some guys will be going through the motions, but players are not going to throw games to try and get better draft position. Players just don't usually think like that, and they also get a bonus for making the playoffs. Unless a coach is very secure in his job, he is going to focus on winning as many games as he can a make it to the playoffs. WHile GMs certainly might think that losing would be good, I don't think a team with a shot at the playoffs is going to forgo that just to try and get more draft picks. The only teams that really tank are the ones worst 3-4 teams in the league as they try to jockey for the 1st pick. Teams within striking distance of the playoffs usually try to achieve that goal.
That being said, I don't like the proposed format. For one, I think it unfairly penalizes a team like the Knicks that is good enough to get the 7th or 8th seed but is not still a contender. We need our picks to draft guys like Iman to round out our team.
