OBM you should know such actions would leave you liable and a child in a far worse position than being the victim.
The school suspended the little bully 30 days and big "Casey" just 4. The little dude's leg was just fine. The big dude should be grateful he did not kill the bully which given the right angle and that little wall could have done major permanent damage. Bully's can be reformed. Death cannot.
For whatever reason, they are too polite and too unwilling to fight back. The rock, it couldn't be a big rock because the child's hands couldn't comfortably wield a large one, so it wouldn't cause terrible damage. It would just cause a lesson.
I wouldn't be liable if the child doesn't say that I gave those instructions.
