For starters each of those teams have a Top 20 player on their team, a couple teams have 2. They were the best teams at Points Allowed or the better defensive teams. Most of those teams have elite coaches and winners/leaders on their teams. Those teams have all around better systems being implemented. Now when you look at Washington, really the only reason they made the playoffs was because they were far and away the best Offensive team in the East and in the Top 5 overall in the NBA. Since the East improved overall it's going to take at a minimum 42wins to make the playoffs. Sorry the Knicks will not win that many games this yr plus they just don't meet any of the necessary criteria to be a playoff team.
