A crime as you and others who believe in might have been commited but crimes have motives. If those who commited it believe a pre-emptive strike this would be tough to justify with evidence. A pre-emptive strike is not tangable. LIke dropping the bomb on Japan might have prevented further causualties, its open to debate.
