The "Pareto Principle" applies more to the NBA than in any other Western professional sport.
20 percent of the player personnel do 80 percent of the heavy lifting in the league in terms of impact. ( In other applications, 20 percent take 80 percent of the resources, 20 percent have 80 percent of the wealth - that's not accurate but it's a very raw principle, 80 percent of guys only have options with the bottom 20 percent of women, and on and on and on)
Your odds of getting that impact player who can do the heavy lifting ( quality) increase the higher up in the draft you go.
Trading back works in the NFL because it does not rely on "height dependency" for it's player corps. Also rosters are bigger and different roles are needed.
In the NBA, one player can impact every single play of every single game. Derek Jeter in his prime could only bat so many times a game. Or field so many balls. ( He was actually a pretty crappy SS for the last third of his career) Roger Clemens could only take the mound so many days in a season. Many NFL guys never even touch the ball.
The same reason you think the Knicks should trade down ( no value for the slot) is the same reason the non Knicks teams have no incentive to trade up.
