Reminds me more of a Marcus Smart down the road than a top 3 option.

Smart is a heck of a player and guy you need on a good team. Top 3 option he isn't.
Monk or Smith if they develop, especially Monk, is likely a top 3 option scorer on a team in the league.
My player comparisons
Smith - Dennis Shroedor type/level of player if he develops. 15 points, 6 assists a game.
Ntilinkina - Marcus Smart type/level player of player if he develops. More impact than basic stats can show.
Monk - Better, smarter JR Smith unless he develops point skills, in which case he can be even better. 18 points a night.
All obvious if they develop, avoid injuries.
I think the most certain to get to his upside is Monk, because his NBA level skills are already there and he has the athleticism. He may need a few years to get better at certain things and to learn how to adjust, become consistent.
But that doesn't mean you take Monk. That's why Phil and Gaines are there. Do interviews. Work outs.
I trust we will choose the right guy of the three guards if the draft goes as rumored.

Jackson
Fox
Isaac
Tatum
Monk
Smith

The top 10 is really nice this year. Of the 10, I tend to like Fultz, Ball, Jackson, Isaac, Monk more than the rest. Just on instinct.
With the way our team is set up with developing players, Monk or Smith would really blend in nice with a rebuild.

Add a Monk or Smith, now you have some perimeter talent to go with the more talented big man talent you have. NDour/Kuz/Randle all likely backups in the making, and Baker can be a 5th option starter if the rest of the starting lineup has plenty of scoring.

I think Monk is our best safest bet. I think he can give this team 13-15 points right away in the Courtney Lee role. Trade Lee for a young player or a draft pick. If we trade Melo for a draft pick, some young players, you are likely a 25 win team next year. You want some young guys that can score, and are exciting to watch develop. I tend to prefer Smith or Monk for that reason. I think they fit well with KP/Willy. Of the two, I think Smith's injury past makes Monk the wiser choice.
I really would take a chance on Frank, but with a second pick. I wouldn't use 8 on him. However if Phil takes him. I reserve judgement. Phil does the interviews and the scouting as well. He knows what players play winning basketball. My instinct just tells me give Hornachel a player like Monk, he will get freedom to score/shoot and run the wings, he will be exciting to watch and also play well under Horny. Small chance because of the Kentucky connection we keep Rose and have a really interesting backcourt of Monk/Rose with KP/Willy upfront and a young athletic two way wing from a Melo trade at 3.
